The Grievance
The petition of the undersigned citizens of South Australia draws to the attention of the House the urgent need for innovative, cost-effective solutions to the unsatisfactory crime and health care situations that are currently impacting our State.
We note with concern the high rates of crime, the persistent crisis of ambulance ramping, and the rising number of hospital admissions which place an unsustainable burden on our emergency first-responders, the public and the State Budget.
Traditional methods of addressing these issues often require vast capital expenditure with diminishing returns.
Research into the Technology of the Transcendental Meditation Technique indicates that a specific threshold of the population (the square root of 1% of the population), practising these techniques together can significantly reduce negative social indicators including crime and medical emergencies.
The Prayer
The petitioners therefore request that the House of Assembly urges the Government to:
- Authorize a Multi-Year Infrastructure Grant: Commencing in the 2026-27 Budget, allocate $13.59 million for the Implementation and Audit phase. This funding will cover the specialised training and operational establishment of the 230-person coherence-creating group over an initial 18-month period.
- Establish a Permanent Group, Subject to Success: Formally recognise the SAPeaceProject as a permanent line item in the State Budget’s Forward Estimates, with continued annual funding subject to the Audit demonstrating a measurable reduction in the variable costs of Health and Justice services following the completion of the initial training phase.
- Evaluate Social Return on Investment: Task the Department of Treasury and Finance to monitor the project’s impact on the $11.57 billion crisis-response expenditure.
